The principals of BlueWave are John DeVillars, a widely-recognized national environmental leader whose previous experience includes serving as the New England Administrator of the U.S. Environmental Protection Agency, the Secretary of Environmental Affairs for the Commonwealth of Massachusetts, and Chairman of the Board of the Massachusetts Water Resources; and Elizabeth Bennett Carroll, an environmental consultant with more than a decade of experience in effectively advising governments, private industries, and research institutions on a wide range of environmental initiatives.
